A highly technical and phased groundworks and infrastructure project delivered for a major national housebuilder. Kingsheath Construction secured the £7.25 million contract to deliver the complete groundworks package for Phase 3 and Phase 4 of the Mulberry Place residential development situated in New Romney. Spanning multiple years, with Phase 3 commencing in May 2023 and Phase 4 continuing through October 2025, this project requires meticulous planning, phased execution, and a full scope of civil engineering services.

From complex earthworks involving sensitive archaeological sites to the construction of advanced surface water pumping stations, we are creating the essential foundations and robust infrastructure required to support this significant new community. The Complexity of Multi-Phase Delivery

Delivering a multi-phase project over several years requires careful planning and resource management. At Mulberry Place, we coordinated each stage of the enabling works, substructures, and infrastructure to align with the development masterplan. With Phases 3 and 4 delivered sequentially, we ensured our operations did not disrupt completed areas or the local community. This extensive scope demonstrates our ability to manage complex engineering, major earthworks, and strict regulatory compliance. By working closely with the principal contractor, local authorities, and utility providers, we ensure each stage progresses smoothly.

Site Establishment and Access Strategy

Before construction could begin, our team executed a comprehensive site establishment programme. We set up all necessary site facilities, welfare units, and temporary infrastructure to create a safe and efficient working environment. To manage the high volume of construction traffic, we established a dedicated temporary entrance and enhanced existing bellmouths to facilitate the smooth flow of heavy vehicles. This strategic approach to access management prevented congestion on local highways and kept the project on schedule.

Earthworks and Archaeological Considerations

The earthworks phase at Mulberry Place presented unique challenges. Our team managed a massive earth-moving operation, maximising material reuse and minimising waste through careful stockpile management. We also implemented engineered filling techniques to stabilise the ground for the upcoming structures. A key feature of this site was the presence of archaeological excavations. Working with heritage consultants, we carefully backfilled these areas, adhering to strict protocols to preserve the ground's integrity while preparing it for construction.

Substructures and Foundation Preparation

Creating a solid foundation is critical for any residential build. At Mulberry Place, the ground conditions required specialist foundation solutions. Our team was responsible for installing extensive pile mats across the plots. These engineered granular platforms provided a stable, load-bearing surface, allowing heavy piling rigs to operate safely without the risk of overturning. By controlling the quality of these pile mats, we enabled specialist contractors to execute their work efficiently, providing the essential structural base for the new homes.

Comprehensive Drainage and Pumping Solutions

Effective water management is a cornerstone of this development. At Mulberry Place, we designed and installed a sophisticated drainage network to handle the demands of a large housing estate. Our teams managed the excavation and installation of all domestic drainage and service trenches, connecting each plot to the main utility networks. We also constructed custom attenuation basins as part of the site’s sustainable drainage strategy, which hold excess rainwater during severe weather to prevent local flooding. Additionally, we built dedicated surface water (SW) pumping stations and executed Section 50 (S50) highway agreements to finalise two major foul water outfall connections, integrating the new community into the regional water treatment network.

Infrastructure, Highways, and S278 Works

Kingsheath Construction also delivered the vital arteries connecting the Mulberry Place community. We managed the construction of all adoptable roads, private roads, footpaths, and main sewer systems, building every element to the local highway authority's exacting standards for future public adoption. To ensure safe public access, our team is also responsible for executing complex off-site highway alterations under Section 278 (S278) agreements. These works involve significant modifications to the existing public highway, requiring stringent traffic management and coordination with local councils to minimise disruption.
